The Two-Wheeler Helmet Manufacturer Association has expressed support for the Pune Regional Transport Office’s (RTO) recent directive requiring two-wheeler dealers to provide two helmets with every vehicle sold. This measure aligns with Rule 138 of the Motor Vehicles Act and aims to improve road safety by encouraging helmet use among riders and pillion passengers.
Rajeev Kapur, President of the Helmet Association and Managing Director of Steelbird Helmets, described the initiative as a significant step toward addressing road safety concerns. He noted that the directive emphasizes the importance of providing two helmets—one for the rider and another for the pillion rider—highlighting the critical role helmets play in reducing accident-related injuries and fatalities.
Kapur also stressed the importance of ensuring that the helmets provided are genuine and meet BIS (Bureau of Indian Standards) certification requirements. He pointed out that some dealers supply low-cost, non-compliant helmets falsely labeled with inflated MRPs, which do not meet safety standards. With this rule, helmets provided by Original Equipment Manufacturers (OEMs) will be BIS-certified, offering better protection for riders.
The urgency of such measures is underscored by accident statistics. In 2021, 52,416 two-wheeler accidents were reported, resulting in 22,786 fatalities. These numbers increased in 2022, with 63,115 accidents and 25,228 deaths recorded. The rise in fatalities highlights the need for stricter adherence to helmet regulations.
Kapur further commented that the initiative has the potential to foster a culture of safety among two-wheeler riders. He emphasized that helmets are essential safety gear and called on stakeholders, including dealers and buyers, to actively support the implementation of the directive.
The Association has also expressed its willingness to collaborate with the RTO, traffic authorities, and other stakeholders to raise awareness about helmet safety and ensure the rule's effective enforcement. Such collective efforts are expected to contribute to reducing road accidents and improving safety for two-wheeler riders.
