The Union Budget 2025-26 has unveiled a comprehensive package of measures aimed at boosting employment generation and supporting micro, small and medium enterprises (MSMEs), with special focus on labor-intensive sectors and first-time entrepreneurs.
MSME Sector Reforms
In a significant move, Finance Minister Nirmala Sitharaman announced revised classification criteria for MSMEs, with investment limits increased 2.5 times and turnover limits doubled. Under the new framework, micro enterprises can now have investments up to Rs 2.5 crore and turnover up to Rs 10 crore, while small enterprises' limits have been raised to Rs 25 crore investment and Rs 100 crore turnover.
The government has also enhanced credit guarantee cover for MSMEs from Rs 5 crore to Rs 10 crore, which is expected to generate additional credit of Rs 1.5 lakh crore over the next five years. A new micro enterprise credit card scheme with Rs 5 lakh limit will be launched, targeting 10 lakh enterprises in the first year.
Focus on Labor-Intensive Sectors.
The budget introduces targeted schemes for employment-intensive sectors like footwear, leather, and toys. A new Focus Product Scheme for the footwear and leather sector aims to create employment for 22 lakh persons and generate exports worth Rs 1.1 lakh crore. Similarly, a comprehensive scheme for the toy sector will focus on developing clusters and skills to create high-quality, innovative products under the 'Made in India' brand.
Support for First-Time Entrepreneurs
A dedicated scheme for 5 lakh first-time entrepreneurs, including women and those from scheduled castes and tribes, will provide term loans up to Rs 2 crore over the next five years. The scheme includes online capacity building for entrepreneurship and managerial skills.
Manufacturing Mission
The government has announced a National Manufacturing Mission covering small, medium and large industries to further the "Make in India" initiative. The mission will focus on ease of doing business, workforce development, MSME sector vibrancy, technology access, and quality products.
"These measures reflect our commitment to creating meaningful employment opportunities while strengthening the MSME sector, which is crucial for our journey towards Viksit Bharat," the Finance Minister said while presenting the budget.
Industry experts have welcomed these initiatives, particularly the enhanced credit support and sector-specific schemes. "The revised MSME classification and increased credit guarantee coverage will significantly ease access to formal credit for small businesses," said a leading industry chamber representative.
The budget's employment generation strategy appears to be multi-pronged, combining direct support to entrepreneurs, sector-specific initiatives, and broader ecosystem development through the manufacturing mission and tourism promotion.
